Can the 72" rail be cut down to 64"? - The width of our opening is 64.5". Can the 72 length railing be cut down to 64 inches?

Who created the stair rail and banister? - I am doing an update on our ho,e, replacing a glass block pony wall with something more modern. The metal stir rail looks cool. Who mad it?
