    Yes you can is the answer, you need to make sure that you prepare the surface to ensure all mould etc is removed, then if you use the correct primer you will be able to paint the tiles in whatever finish you require without the paint chipping off.
    Zinsser provide the best I find, the Bulls eye 123 primer is probably your best option

    Thank you. I have used that primer on varnished wood and it did a good job.
