    Hi Abilgail, the frame slides on a slide similar to a drawer slide but it's also hangs from hooks that allow the frame to swing side to side. The is not attached at the bottom, this allows you to fully load up a frame (or drying rack) with clothes and push it in while holding the other frames out of the way so your clothes don't bunch up. This is an important function. If the frame was attached at the bottom it would also be more abt to brake as the slide doesn't handle a horizontal load.
